Basic Function: Under the direction of the Information Systems Officer (ISO), serves as the Information Systems Center (ISC) Supervisory Network Administrator. Primary responsibility is the daily administration and future development of the American Embassy Tegucigalpa, Honduras segment of the Department of State’s Sensitive But Unclassified (SBU) Open Network (Open Net). Provides computer network services to over 450 users over an extensive Personal Computer Local Area Network (PC LAN) and Wide Area Network (WAN) consisting of the Chancery Building and the remote Motor Pool and Warehouse sites as well as official residence computers. Also serves as a computer network analyst and recommends and coordinates with the ISO changes in software and hardware to formulate and comply with new standards. Makes recommendations on matters such as fiscal resource management, system setup and operations, and network/system security. Supervises seven Assistant Network Administrators, both operationally and administratively.

Experience: Minimum of six (6) years of progressively responsible experience in computer networking operations and management. Within the six years of experience, one (1) year in programming and supervising a team is required.

Education: University degree in Computer Sciences, Business Administration, Electrical Engineering is required.

Language: Fluent Speaking/Reading/Writing in English. Fluent Speaking/Reading/Writing in Spanish is required. (This may be tested)

Job Knowledge: Comprehensive knowledge of Microsoft Windows products or successor operating system(s), computer equipment and peripherals, hardware life cycle process, and computer systems engineering is required. Must have knowledge of capabilities and limitations of LAN, equipment, configurations and systems software. Detailed knowledge of micro-computer industry standards is required. Considerable knowledge of telecommunications, and network management is required. Must have knowledge of TCP/IP-based protocol and related naming and addressing services software. Sound knowledge of LAN/WAN cabling architecture (UTP minimum, FO desired) is required.

Skills and Abilities: Must have good interpersonal, judgmental, and managerial skills. The ability to conceptualize the use of network resources to replace or improve a manual operation is required. Must have skills in reasoning through induction and deduction to solve technical problems. Must demonstrate the ability to work with others in a team and the ability to supervise. Exceptional interpersonal skills to explain computer techniques, policies, methodologies, and terms to various levels of Mission management. Demonstrated technical skills to diagnose, trouble-shoot, and resolve complex systems problems is required. Required to lift to 50 lbs. on a daily basis.
