Basic Function: This position serves as the Program Specialist coordinating INL support to special vetted units of the Honduran National Police (HNP) providing investigative support to U.S. Federal Law Enforcement (FLE) agencies in Honduras. Duties and responsibilities include collaborating with the embassy FLE agents overseeing the units to design each unit’s annual plans for training, equipment and operations, organizing logistical activities to execute those plans, and coordinating with Government of Honduras (GOH) ministries to ensure effective police, prosecutor and other support to the units. The Program Specialist also implements monitoring and evaluation of unit performance in coordination with unit staff, FLE advisors and the INL monitoring and evaluation specialist. The Program Specialist provides mentorship and guidance one Program Assistant providing comparable unit support to special investigative Task Forces of the HNP and Public Ministry, serves as the backup to provide necessary support to those units, and may provide supervisory guidance to interns, when-actually-employed (WAE) staff or other temporary administrative support staff assisting the Task Forces and Vetted Units program.
Experience: Five (5) years of progressive, professional experience in an administrative, financial management, development, law, or technical assistance environment is required. Experience working with foreign assistance or with Honduran criminal justice agencies is required.
Education: A bachelor’s degree in business, finance, management, or international affairs is required.
Language: Fluent English and Spanish is required. (This may be tested).
Skills and Abilities: Strong organizational skills are required. Must be able to deal effectively with senior United States Government officials within and outside the US Embassy, as well as senior GOH officials. Must have demonstrated ability to plan, organize and manage a project with limited guidance and supervision and be able to effectively prioritize assignments. Must be able to effectively communicate orally and in writing, both in English and Spanish. Must be able to work under pressure, to deal with overlapping tasks, and to work independently when the INL Project Coordinator is away from the Mission.
